Lecture of Hugo Flavier “Legal Viewpoint on EU Restrictive Measures”

On December 3, the European Humanities University and Centre francophone en sciences humaines et sociales invites EHU students and faculty to join the lecture of the visiting speaker Hugo Flavier “Legal Viewpoint on EU Restrictive Measures”.

Hugo Flavier is a senior lecturer in Public Law at the University of Bordeaux and a member of the CRDEI (Centre de Recherche et de Documentation Européennes et Internationales). He works mainly on the EU external relations, in particular concerning the post-Soviet countries, as well as on the Eurasian integration process.

The lecture will focus on the study of EU restrictive measures from a legal point of view. Various questions will be addressed, such as:

  • What is a sanction? A restrictive measure?
  • Under what conditions can a subject of international law adopt restrictive measures in accordance with international law? And what happens in practice?
  • With regard to Russia and Belarus in particular, is the EU’s action, while understandable from a political point of view, in any way compatible with international law?

We will therefore combine a general approach with very specific topics in order to allow students to question and understand both the flexibility of this type of measure and its, sometimes, unpredictable nature.
