Hugo Flavier is a senior lecturer in Public Law at the University of Bordeaux and a member of the CRDEI (Centre de Recherche et de Documentation Européennes et Internationales). He works mainly on the EU external relations, in particular concerning the post-Soviet countries, as well as on the Eurasian integration process.
The lecture will focus on the study of EU restrictive measures from a legal point of view. Various questions will be addressed, such as:
- What is a sanction? A restrictive measure?
- Under what conditions can a subject of international law adopt restrictive measures in accordance with international law? And what happens in practice?
- With regard to Russia and Belarus in particular, is the EU’s action, while understandable from a political point of view, in any way compatible with international law?
We will therefore combine a general approach with very specific topics in order to allow students to question and understand both the flexibility of this type of measure and its, sometimes, unpredictable nature.
