After careful examination of media publications and social media content containing mentions of possible breaches of ethical standards in teaching, the University’s leadership, following consultations with the academic community, including the Student Union and the Academic Ethics Commission, has decided to establish a Special Commission. Its membership and authorities are outlined in the Rector’s Order No. 01-109, dated October 5, 2023.
In its activities, the Special Commission adheres to The Code of Academic Ethics of EHU, EHU Equal Opportunities and Gender Equality Policy and its Implementation Plan, EHU Policy for the Prevention of Psychological Violence and Mobbing, as well as other internal regulations of EHU, Lithuanian legislation, European, and international legal norms.
The Special Commission will collect and analyze information to assess the need for further internal procedures and will thoroughly review cases described in media materials.
To ensure objectivity and fairness, the Special Commission includes students and faculty members, representatives from the Academic Ethics Commission and the EHU Senate. Additionally, independent experts will be invited to form a separate commission that will investigate the circumstances leading to the publications and present its findings to the EHU Special Commission.
Considering the vulnerable position of complainants and the sensitivity of cases related to violations of professional ethics, members of the Special Commission will undertake written commitments to maintain the confidentiality of interviewees’ data. The Special Commission will also be able to send its representatives for individual conversations with complainants, and reports will be provided based on the results of these interviews.
EHU will establish secure communication channels for anyone who decides to come forward directly. Direct contact is crucial for initiating necessary procedures.
Currently, there is a decision for the temporary suspension of the mentioned faculty member from teaching duties until October 13, 2023.* This suspension may be extended until the completion of the review and a decision on this case.
We are ready to thoroughly investigate and examine all cases of academic ethics violations and take necessary measures for effective response. To prevent such cases in the future, the University will study best practices, review and enhance policies and procedures for detecting and preventing unacceptable behavior, and provide an additional mechanism for anonymous reporting following Directive (EU) 2019/1937 of the European Parliament and of the Council of 23 October 2019 on the protection of persons who report breaches of Union law.
In the 2023/2024 academic year, EHU will conduct a series of educational events for the university community aimed at increasing awareness of professional ethics standards and behavioral rules in the academic and work environment.
